Sue Winspear joined as Auditor General in July 2016. Prior to that Sue, who was hitherto professionally known as “Higgins”, was Executive Leader Local Services with the UK’s National Audit Office from January 2014. Sue was a NAO executive board member and part of the senior leadership team and held specific responsibility for the NAO’s work on local government, education and health as well as communications and external relations.
Between 2009 and 2014, Sue was a Senior Civil Servant being Director General Finance & Corporate Services latterly in the Department for Communities and Local Government and before that in the Department for Education / Department for Children, Schools and Families.
Prior to that, Sue had a long career in Local Government and held Board level roles at the London Borough of Sutton and Slough Borough Council where she held the statutory CFO responsibilities amongst other responsibilities. Sue is a CIPFA qualified accountant and was serving as an elected member of CIPFA Council prior to leaving the UK for the Cayman Islands. Sue has held numerous honorary finance and audit roles over the years notably being elected the first female President of the Society of Municipal Treasurers in 2005/06.
Outside of work, Sue has undertaken various voluntary roles including being a governor at several schools and is married with three sons.
Angela joined the Office of the Auditor General in January 2017 as Director of Performance Audit, and has responsibility for the performance audit practice.
Angela has over 25 years public sector audit experience, covering both performance and financial audit. She joined the Office from Audit Scotland, where she was an Assistant Director, latterly holding a joint portfolio of performance and financial audit work in the economic development, skills and justice sectors. Before that she was Assistant Director for central government performance audits, covering areas such as public finances, investment, justice and the environment. She previously carried out both performance and financial audits in the health sector.
Angela is a CIPFA qualified accountant and has represented previous employers on various CIPFA committees. Outside of work, she has held various voluntary organisations, most recently being Treasurer of Smart Works Edinburgh, a new charity set up to help women in Edinburgh and the surrounding areas get back in to work. Angela is an avid Pilates enthusiast and is currently training to be a Pilates teacher.
Patrick joined the Office of the Auditor General in March 2002 as a Senior Auditor, moving to the post of Audit Manager in 2006 and Financial Audit Principal in 2012. As the Financial Audit Principal he has responsibility for the in-house financial audit practice.
Patrick has over 19 years of audit experience working in the public and private sector in both an external and internal auditor capacity. He began his audit career with KPMG (Barbados) in 1996 after which he worked as the Lead Internal Auditor for a regional manufacturing plant until he took up his post with the Office of the Auditor General Cayman Islands.
In addition to being a Certified Public Accountant, he is also a Certified Fraud Examiner, and is certified in Quality Management Auditing.
Patrick is an avid follower of cricket, and enjoys running, swimming and playing squash.
Julius was appointed to the post of Audit Manager in June 2016 having joined the Office in 2008. In August 2021, Julius took on responsibility for leading Quality Assurance and IT in the OAG. Before that, from 2016-2021, he was the Audit Manager in the Performance Audit practice where he was responsible for managing performance audits and the ongoing development of the performance audit practice. He also has responsibilities for managing financial audits of government ministries and agencies and manages key aspects of the Office’s IT infrastructure including the Caseware audit application. With over 18 years of professional accounting and consulting experience, Julius previously worked for KPMG in the Philippines and Deloitte Cayman.
Julius is a Certified Public Accountant and has also obtained his designation as a Certified Fraud Examiner and a Certified Information Systems Auditor. He has Diploma in International Public Sector Accounting Standards, and Certificate in International Auditing (ISAs). He contributes to the Cayman Islands Institute of Professional Accountants as a member of the training and social committees. Julius enjoys his community by volunteering with his church and leading group activities.
